In April 1997, the Census Bureau conducted a proof-of-concept study of collecting data via the Web. A Computerized Self-Administered Questionnaire (CSAQ) was developed in HTML/JavaScript and was tested with 50 companies in the 1996 Industrial Research and Development (R&D) Survey. Prior to implementing the study, a paper screener questionnaire was sent to all companies in the R&D panel. This paper screener requested information about interest in reporting via the Web and the ability of the company to do so. Screener results and results from electronic Web CSAQ are examined as well as the methodology and usability findings of this proof-of-concept system.
