Simplified Variance Estimation for Complex Surveys

ABSTRACT

Complex sample designs naturally lead to complex variance estimation procedures. For large surveys these procedures can be cumbersome and inflexible. This complexity can force simplifications during the estimation phase which might or might not be appropriate. Examples from three surveys embedded in Census 2000 suggest that using a simple Jackknife procedure to estimate variances, although not incorporating the sample design, can provide the flexibility required to reflect the estimation phase.
